Institutional Computer Purchases at Tulane

Tulane University has standardized on Apple, Dell, and Microsoft computer products to fulfill the university's personal computer needs. All desktop and notebook computer hardware requisitions must be limited to these manufacturers.  In addition, standard computer models have been selcted and specially discounted for Tulane.

Computer standardization helps the university realize direct cost savings by way of volume purchase discounts, ensures compatibility with university network infrastructure and security practices, and facilitates a more efficient and effective support structure through optimization for specific hardware.

Tulane has collaborated with Apple, Dell, and Microsoft to identify standard computer configurations that will meet the computing needs of most Tulane computer users. These pre-configured computers have been vetted for compatibility with Tulane systems and support services, and represent an excellent computer purchase value for the institution.

The Tulane community may also select some computers outside of the specially-priced standard computer configurations so long as the Tulane minimum computer requirements are met. The minimum computer requirements primarily address network and security compatibilities, support operations, and, to some degree, cost

All desktop and notebook computers purchased with institutional funds (general ledger accounts and grant accounts) or that will otherwise use Tulane resources for operations and/or support must adhere to the minimum computer requirements.

 

Purchasing Apple computers 

Apple computers may only be purchased through the on-campus computer store, The Technology Connection. Institutional purchases to the Technology Connection are currently made via Interdepartmental Transfer (IT). Store staff can help generate quotes for Apple computer configurations so long as they meet the minimum computer requirements (see below).

Purchasing Dell computers

Dell computers may only be purchased via the Tulane eProcurement system (e.g., SciQuest/Jaggaer). Tulane has negotiated significant savings on several pre-built computer models, most of which are ready for immediate shipping from Dell.
 
Using the SciQuest eProcurement portal, the Standard Computer list is the first page viewed when the Dell eProcurement catalog is launched. The list includes desktop computers, notebooks, monitors, and docking stations. Other Dell accessories can be found by selecting the "Shop" link at the top of the catalog page.
 
The Tulane community may also use the "Shop" link to configure a custom Dell computer so long as the minimum computer requirements are met (see below).

After you have selected your Dell items from the Dell eProcurement catalog and filled your online shopping cart, follow the prompts to "Create Order Requisition" and/or "Submit Order Requisition" to import the Dell shopping cart into eProcurement to create a requisition and process the purchase.

Purchasing Microsoft Surface Pro computers

Microsoft Surface Pro computers may only be purchased through the on-campus computer store, The Technology Connection. Institutional purchases to the Technology Connection are currently made via Interdepartmental Transfer (IT).

Minimum Computer Requirements -

Establishing and enforcing minimum requirements for all institutional computer purchases helps the university control costs, both upfront at the time the hardware is purchased, and during the support and later life cycles of the products. The minimum requirements primarily ensure compatibility with critical operational and support system. The Tulane minimum computer requirements are:

 

Select Apple and Dell enterprise model, and Microsoft Surface Pros, only - Enterprise computer lines are designed for a managed, networked environment, and include features that faciliate security and ongoing support. Additonal restrictions apply to high-cost models and configurations.

  • All currently available Apple desktop and notebook computers are considered enterprise grade and may be requisitioned
  • The following Dell enterprise computer lines may be requisitioned: Latitude, Optiplex, pre-configured Precision models
  • The following Dell consumer computer lines may NOT be requisitioned: Alienware, Chromebooks, Inspiron, Precison (except for pre-configured models), Vostro, XPS
  • The currently available Microsoft Surface Pro computer is considered enterprise grade and may be requisitioned
  • Custom configurations requisitons for all computers models may not exceed the folowing:
    • Memory: no more than 16GB RAM
    • Storage: SSDs no larger than 512GB

 

Full three-Year warranties required - Many Tulane desktop and notebook support staff are Apple and Dell certified, and the university maintains Apple and Dell certified warranty repair and support service centers on campus. Full participation in the warranty program is necessary to maintain the institutional fleet of desktop and notebook computers and minimize downtime and support issues.

  • Apple: AppleCare+ for Mac
    • Standard one-year AppleCare+ warranty (included in all Apple computer purchases)
    • Additional two-year AppleCare+ warranty, includes two incidents of accidental damage
  • Dell: ProSupport or ProSupport Plus warranties
    • Three-year ProSupport for desktop computers
    • Three-year ProSupport Plus for notebooks (includes accidental damage coverage)
  • Microsoft: Commercial Complete 3YR ADH Warranty
    • Three-year Commercial Complete warranty with accidental damage coverage

 

Enterprise edition operating system

  • Apple: most recent version of Mac OS X
  • Dell and Microsoft: Windows 10 Professional/Enterprise (Windows 10 Home is not compatible with a managed network)

 

Hard Disk Drives (HDD) and Solid-State Drives (SSD), only

  • Solid State Hybrid Drives (SSHD) are not approved for requisitioning as they can conflict with encryption software and make data unreadable

 

New computers, only

  • Computers that have been pre-owned, have been re-furbished, or are otherwise considered "used" may not be requisitioned for institutional use

 

Purchase Policy Exceptions

Exceptions to the minimum requirements will be considered on a case-by-case basis. Exception requests should be accompanied by a justification statement indicating how purchasing within the minimum requirements will impair the ability to conduct the necessary business of the university. Exception requests will be considered by Technology Services and Materials Management and will take two to four weeks to review. 
 
The purchase of servers and other non-desktop/notebook computers also require a justification be submitted for review by Technology Services and Materials Management.
